Investigating the Causes of Delays and Cost Increases in Urban Development Projects and Providing a Suitable Implementation solution Based on Value Engineering (Case Study: Karaj Subway)

Abstract
Delays in construction projects are one of the most common issues and problems in the implementation of these types of projects. On the other hand, one of the solutions that has been effective in reducing the delay of construction projects in recent years is the value engineering solution. Therefore, the purpose of this research is to investigate the causes of delays and increased costs of urban construction projects and to present an appropriate implementation solution based on value engineering in the Karaj Metro. The statistical sample of this research includes 61 employers, consultants, and contractors of contracting companies active in the Karaj Metro project. In order to identify and extract the most important factors causing delays in the Karaj Metro project, the library study method was used. Then, based on the extracted factors, a questionnaire was prepared based on the criteria related to each of these factors. After confirming the reliability and validity, the questionnaires were distributed among the statistical sample. After collecting the data from the questionnaires, the Friedman test was used to prioritize the factors affecting the occurrence of delays. The results showed that the most important factors affecting delays in the Karaj Metro project are factors resulting from the performance of contractors with an average rating of 7.31. Also, among the factors related to value engineering, the highest average rating was assigned to the performance component, which indicates that this component should be considered more than other value engineering components in the implementation of construction projects.
