Presenting a Mathematical Model for Routing Hazardous Materials Transportation with Time-windowed Constraints (Case Study: Routing Hospital Waste Transportation)

Abstract
Today, with the increasing production of industrial materials, waste, hospital waste, radioactive materials, flammable liquids and generally hazardous materials by humanity, the transportation of hazardous materials is of great importance. Perhaps the transportation of some of these materials has an economic aspect for developing countries at the national and international levels. This transportation is carried out from one place to another and by routes between places. Considering that in addition to the economic issue, it considers human health and the environment, the location of storage or burial centers for these hazardous materials is very important. Therefore, in this research, a supply chain network has been developed by considering the location-routing problem under uncertainty in the real world. The presented model has two objectives, the first objective is to minimize costs including transportation costs, location and penalty for exceeding the time window, and the second objective is to minimize the risk of transportation routes. In this study, soft and hard time windows were used simultaneously in formulating the model. For validation of the model, available data from seven hospitals in Tehran were used. Due to the uncertainty in the real world, scenario-based robust optimization was used. The objective functions of the robust problem increased (became worse) compared to the deterministic case. It is clear that the value of the robust objective function, which is the regret criterion, is greater than that of the deterministic case, but it should be noted that the resulting solutions will have high flexibility.
