Identifying and Evaluating Factors Affecting Contractor Selection using a Combination of Construction Management Perspectives and Multi-criteria Decision-making Methods

Abstract
Contractor management, evaluation, and selection are essential parts of the construction process, as contractors are the fundamental pillars of civil and non-civil projects and the main factor in converting resources into the final product. Basically, the method of selecting contractors is based on the lowest bid price, but it is clear that numerous quantitative and qualitative indicators with different degrees of importance are considered in determining the qualification of a contractor and should be considered in decision-making. In this study, in addition to identifying the indicators affecting the selection of contractors in the Islamic Revolution Housing Foundation of Isfahan Province, the importance and prioritization of these indicators are determined using models derived from the Multi-Criteria Decision Making (MCDM) method in group decision-making. In this study, first, the research factors were identified and approved by experts in a case study, then the research factors were weighted using the AHP method, and finally, 5 contractors were ranked using the TOPSIS and VIKOR methods. According to the findings of this study, respondents have given a high rating to management criteria in selecting a contractor. This indicates that respondents consider many of the shortcomings that occur in projects to be due to management weaknesses. For example, lack of management weaknesses leads to a lack of skills in dealing with financial risks, and lack of management and its policies lead to inadequacy of policies for hiring specialized human resources, and lack of proper management also causes the manager to be unable to provide appropriate solutions to critical situations and sanctions, and projects face long-term delays and ultimately failure.
