Identifying and Ranking Factors Affecting the Increase in Time of Rural Water Supply Projects in South Khorasan

Abstract
Today, the main problem that most large projects face is delay in various phases and ultimately the completion of the project. Therefore, the importance of paying attention to the issue of strategic time management in projects is doubled. In this study, an attempt has been made to examine the occurrence of delay in rural water supply projects of Abfar South Khorasan Company. For this purpose, after studying the theoretical foundations and field research, 79 delay factors were identified and classified into nine categories. After designing and distributing the questionnaire among the research statistical population consisting of 39 members (employer, contractor, designer and consultant), the importance of each of these factors was evaluated using the frequency, impact intensity and weighted importance indices. The results of the study indicate the analysis and ranking of delay factors from the perspective of the project elements including the employer, contractor, consultant and designer. Based on the results of the research, the most effective factor in project delays, from the respondents' perspective, was the weak capability and insufficient expertise of consulting engineers, and the least effective factor was the complexity of the project.
