Abstract
Human resource productivity is crucial for enhancing organizational performance and is a key factor for organizational development and survival. This study aims to identify the factors influencing human resource productivity in the Ministry of Health, Treatment, and Medical Education and propose a model for improvement. The research is applied in purpose and follows a sequential exploratory mixed-methods approach. Initially, qualitative data were collected through in-depth, purposeful interviews with 18 health sector managers, using snowball sampling until theoretical saturation. The data were analyzed using thematic analysis, with three stages: open, axial, and selective coding. The analysis, conducted with Atlas.ti software, resulted in 118 initial codes, 75 sub-categories, and 6 main categories. In the quantitative phase, a researcher-developed 30-item questionnaire was designed based on the interview results and established human resource productivity models. The questionnaire covered demographic information, factors influencing productivity, challenges, opportunities, and performance evaluation. Content validity was assessed by experts, and construct validity was confirmed through exploratory factor analysis (EFA). Reliability was confirmed with Cronbach’s alpha (0.87), indicating satisfactory reliability. The study’s statistical population included managers from the Ministry of Health and its affiliated universities. Using Cochran’s formula, the sample size was 296 participants, and data were collected via simple random sampling. Quantitative data were analyzed using descriptive statistics and structural equation modeling. The results showed that factors such as performance evaluation, job satisfaction, competencies, and work environment affect human resource productivity. Challenges like resource shortages and opportunities such as training and development were identified as significant factors.
