طراحی زنجیره تأمین تاب‌آور گندم با در نظر گرفتن اصول اقتصاد چرخشی

چکیده
گندم ستون امنیت غذایی کشورهاست و با تأمین بخش مهمی از کالری و پروتئین موردنیاز جامعه، نقشی راهبردی در سلامت و معیشت دارد. تضمین تولید پایدار و دسترسی مقرون‌به‌صرفه به آن برای ثبات اقتصادی، عدالت غذایی و تاب‌آوری اجتماعی ضروری است؛ بنابراین در این مقاله، یک مدل بهینه‌سازی تصادفی چند دوره‌ای و چندمحصولی جهت طراحی زنجیره تأمین تاب‌آور گندم تحت ریسک‌های اختلالی ارائه می‌شود. اجزای زنجیره شامل تأمین‌کنندگان نهاده‌های کشت (بذر، آفت‌کش، کود)، مزارع، تأمین‌کنندگان گندم، سیلوهای ذخیره‌سازی، کارخانه‌های فراوری، مشتریان خوراک دام، صنایع آرایشی و بهداشتی و مشتریان آرد است. برای مقابله با اختلالات ناشی از تغییرات آب‌وهوایی در مزارع، خرید تکمیلی گندم از تأمین‌کنندگان با لحاظ تخفیف مقداری به‌عنوان راهبرد تاب‌آوری در نظر گرفته شده است. اصول اقتصاد چرخشی نیز از طریق فروش کاه، سبوس و دانه‌های آسیب‌دیده به صنایع آرایشی و بهداشتی و خوراک دام اعمال می‌شود. هدف مدل، حداکثرسازی سود کل زنجیره تأمین جهت تعیین تصمیماتی از قبیل میزان حمل‌ونقل محصولات بین سطوح مختلف زنجیره، مقدار تولید آرد در کارخانه‌ها، سطح موجودی نهاده‌های کشت، گندم و آرد، انتخاب تأمین‌کنندگان و مکان‌یابی و تعیین ظرفیت سیلوها است. نهایتاً مدل پیشنهادی بر روی یک مثال عددی پیاده‌سازی شده و نتایج عددی ارائه می‌شود.

  • توسعه یک مدل برنامه‌ریزی تصادفی دو مرحله‌ای برای طراحی یک زنجیره تأمین گندم انعطاف‌پذیر.
  • کاهش خطرات اختلال از طریق خرید مکمل گندم با استفاده از تخفیف‌های مقداری.
  • ادغام اصول اقتصاد چرخشی با فروش محصولات جانبی گندم، از جمله کاه، سبوس و غلات آسیب‌دیده.

چکیده English

Wheat is a key element of national food security, providing a major share of the calories and protein required by the population and therefore playing an important role in public health and livelihoods. Ensuring its consistent production and reliable access is essential for economic stability, food equity, and social resilience. In this regard, this study develops a multi-period, multi-product stochastic optimization model to design a resilient wheat supply chain under disruption risks. The supply chain includes suppliers of agricultural inputs (seeds, pesticides, and fertilizers), farms, wheat suppliers, storage silos, processing factories, livestock feed customers, cosmetics and hygiene industries, and flour consumers. To address weather-related disruptions affecting farm output, the model incorporates additional wheat procurement from supplier - considering quantity discounts - as a resilience strategy. Circular economy principles are also considered through selling straw, bran, and damaged grains to cosmetics and hygiene, and livestock feed industries. The objective of the model is to maximize the total profit of the supply chain by determining product flows between different stages, flour production quantities, inventory levels of agricultural inputs, wheat, and flour, supplier selection, and the location and capacity of silos. The model is then applied to a numerical example, and the computational results are presented.
