اولویت‌بندی شاخص‌های شایستگی نیروی انسانی به‌منظور ارتقای بهره‌وری نظام نظارت، ارزیابی و تضمین کیفیت آموزش عالی

چکیده
هدف این پژوهش، اولویت‌بندی شایستگی‌های نیروی انسانی به‌منظور ارتقای بهره‌وری در نظام نظارت، ارزیابی و تضمین کیفیت آموزش عالی است؛ نظامی که نقش اساسی در ارتقای کیفیت و کارآمدی دانشگاه‌ها ایفا می‌کند، اما در سال‌های اخیر با چالش‌هایی نظیر ضعف در تحلیل داده‌ها، تفاوت در سطح شایستگی ارزیابان و موارد مشابه مواجه بوده است. برای پاسخ به این مسئله، پژوهش حاضر با رویکرد اکتشافی و به روش کیفی در دو مرحله انجام شد. ابتدا مرور نظام‌مند مطالعات داخلی و خارجی مرتبط با شایستگی منابع انسانی طی بازه ۱۵ ساله صورت گرفت و سپس مصاحبه‌های نیمه‌ساختاریافته با خبرگان نظام نظارت و ارزیابی انجام شد. داده‌های گردآوری‌شده پس از استخراج شایستگی‌ها و اعتبارسنجی آن‌ها، با بهره‌گیری از روش تحلیل اهمیت-عملکرد (IPA) به‌منظور تعیین وضعیت موجود و سطح اهمیت هر شایستگی مورد ارزیابی قرار گرفت. نتایج نشان داد که شایستگی‌های «دقت و هوشیاری»، «توانایی نگارش و ارائه گزارش ساختارمند»، «صداقت و درستکاری»، «مسئولیت‌پذیری و پاسخ‌گویی» و «رفتار سازمانی و اخلاق حرفه‌ای» دارای بیشترین اهمیت هستند و شایستگی‌هایی نظیر «مشورت‌پذیری»، «مهارت نفوذ» و «مدیریت زمان» دارای کمترین اهمیت در بهبود بهره‌وری نظام نظارت و ارزیابی می‌باشند. یافته‌ها حاکی از آن است که نظارت و ارزیابی در آموزش عالی بیش از هر چیز بر دقت، تحلیل‌گری، مستندسازی و اخلاق‌مداری استوار است. از این‌رو، هر برنامه‌ریزی آموزشی و توسعه حرفه‌ای باید این شایستگی‌ها را در اولویت تقویت قرار دهد. این رهیافت می‌تواند بستری برای بهبود عملکرد و ارتقای کیفیت کل نظام نظارت و ارزیابی کشور فراهم آورد.

Prioritization of Human Resources Competency Indicators to Enhance the Productivity of the Supervision, Evaluation and Quality Assurance System of Higher Education

چکیده English

The aim of this study is to prioritize human resources competencies in order to enhance productivity in the supervision, evaluation, and quality assurance system of higher education; a system that plays a fundamental role in improving the quality and efficiency of universities, yet in recent years has faced challenges such as weaknesses in data analysis, disparities in the competency levels of evaluators, and similar issues. To address this problem, the present research was conducted with an exploratory approach using a qualitative method in two stages. First, a systematic review of domestic and international studies related to human resources competencies over a 15-year period was carried out, followed by semi-structured interviews with experts in the supervision and evaluation system. After extracting and validating the competencies, the collected data were evaluated using the Importance–Performance Analysis (IPA) method to determine the current status and the importance level of each competency. The results indicated that the competencies of “accuracy and vigilance,” “ability to write and present structured reports,” “honesty and integrity,” “responsibility and accountability,” and “organizational behavior and professional ethics” hold the highest importance, while competencies such as “consultability,” “influence skill,” and “time management” have the lowest importance in improving the productivity of the supervision and evaluation system. The findings demonstrate that supervision and evaluation in higher education are primarily founded on accuracy, analytical capability, documentation, and ethical orientation. Therefore, any educational planning and professional development should prioritize the strengthening of these competencies. This approach can provide a foundation for improving performance and enhancing the quality of the entire national supervision and evaluation system.
