Wind turbines are prone to frequent failures due to harsh environmental conditions, and maintenance and repair (M&R) costs constitute a significant portion of their lifecycle costs. This paper presents a mathematical model for simultaneous optimization of M&R strategy and resource allocation in wind farms. The model considers three wind farms with turbines consisting of four main components (rotor, bearing, gearbox, and generator) following a Weibull failure rate distribution. Maintenance operations are defined as preventive and corrective replacements, and resources are classified into four categories: tools, technicians, transportation equipment, and lifting equipment. The objective function minimizes the average total cost of resource allocation, maintenance and repair costs, and resource shortage penalty cost over the typical lifecycle of wind farms (20 years). The model is solved using a single-objective genetic algorithm. Numerical results show that the optimal preventive replacement plan includes 7 replacements for the rotor, 6 for the bearing, 4 for the gearbox, and 6 for the generator, achieving an average total cost of approximately $68,529 per year. Sensitivity analysis is performed under four scenarios (individual and group replacement with and without resource constraints) and on Weibull distribution parameters. Results reveal that reducing available resources decreases the number of preventive replacements, and individual component replacement incurs lower cost than group replacement. Moreover, changes in the Weibull scale parameter have a greater impact on total cost than the shape parameter. Future research directions include real case studies and integration of resource logistics.
