عوامل بازدارنده مؤثر بر وصول مطالبات معوق در شبکه بانکی (مطالعه موردی: بانک گردشگری): شناسایی، اولویت‌بندی و تحلیل علّی با رویکرد ترکیبی BWM–DEMATEL–MICMAC

چکیده
مطالبات معوق بانکی از جمله پیامدهای مهم فعالیت‌های پولی و اعتباری بانک‌ها و مؤسسات مالی است که علاوه‌بر کاهش سودآوری و تضعیف توان تسهیلات‌دهی بانک‌ها، موجب اختلال در گردش نقدینگی، تأخیر در تخصیص اعتبارات به بخش‌های مولد و در نهایت تشدید رکود اقتصادی می‌شود. بر این اساس، پژوهش حاضر با تمرکز بر بانک گردشگری، به شناسایی، اولویت‌بندی و تحلیل ساختار علّی–سیستمی عوامل بازدارنده مؤثر بر وصول مطالبات معوق در شبکه بانکی پرداخته است. در مرحله گردآوری داده‌ها، پس از بررسی ادبیات موضوع و استخراج عوامل بازدارنده اثرگذار، پرسشنامه‌های محقق‌ساخته متناسب با الزامات هر یک از روش‌های به‌کاررفته طراحی و در اختیار خبرگان قرار گرفت. جامعه خبرگی شامل ۱۰ نفر از مدیران ارشد، رؤسا و کارشناسان واحدهای اعتباری و تسهیلات بانک گردشگری بود که با توجه به ماهیت تخصصی مسئله، نمونه‌گیری به شیوه هدفمند انجام شد. برای دستیابی به تحلیلی جامع، چارچوبی ترکیبی از روش‌های تصمیم‌گیری به‌کار گرفته شد؛ بدین‌ترتیب در گام نخست برای وزن‌دهی اولیه شاخص‌ها و پالایش معیارهای کم‌اهمیت از روش بهترین-بدترین (BWM)؛ در گام بعد، به‌منظور بررسی ساختار علّی–معلولی، شدت اثرگذاری و میزان اثرپذیری متغیرها از روش دیمتل (DEMATEL)؛ و در نهایت، برای دسته‌بندی سیستمی عوامل بر اساس قدرت نفوذ و میزان وابستگی از تحلیل MICMAC استفاده شد. نتایج نشان داد که عوامل بازدارنده «درون‌سازمانی»، سهم غالب را در شکل‌گیری مطالبات معوق دارند.

Non-performing loans (NPLs) are among the major consequences of the monetary and credit activities of banks and financial institutions, disrupting liquidity circulation, delaying credit allocation to productive sectors, and ultimately exacerbating economic recession. Accordingly, focusing on Tourism Bank, the present study identifies, prioritizes, and analyzes the causal–systemic structure of the inhibiting factors affecting the recovery of NPLs in the banking network. During the data-collection stage, following a review of the relevant literature and the extraction of the influential inhibiting factors, researcher-developed questionnaires tailored to the requirements of each method employed were designed and administered to experts. The study's expert panel consisted of 10 senior managers, heads, and specialists from the credit and loan departments of Tourism Bank, selected through purposive judgmental sampling due to the specialized nature of the problem. To achieve a comprehensive analysis, a hybrid framework of decision-making methods was utilized. Consequently, in the first step, the Best-Worst Method (BWM) was used for the initial weighting of indicators and screening of less important criteria; in the next step, DEMATEL was applied to examine the causal structure, the strength of influence, and the degree of influence among the variables; and finally, MICMAC analysis was used to systematically classify the factors based on their driving power and dependence. The results showed that “intra-organizational” inhibiting factors had the dominant share in the formation of NPLs.
