Selecting Engineering, Procurement and Construction (EPC) contractors in energy-transmission projects is a significant decision that directly affects project performance. Nevertheless, in the context of Iran’s energy projects, there is no clear elucidation of the dimensions and conditions of contractor selection with a sustainability approach. The present study aims to develop a conceptual model to explain this phenomenon. Employing a qualitative approach based on grounded theory, data were collected through semi-structured interviews with ten experts in the field of EPC and energy projects and analyzed using MAXQDA software. The findings led to the extraction of a paradigm model comprising six main components: causal conditions (meeting technical-legal requirements and entry motivating factors), the core phenomenon (a sustainable contractor-selection framework for EPC contractors), contextual conditions (evaluation of sustainability capabilities), intervening conditions (institutional barriers and enablers), strategies (operational measures in the design, procurement, execution and project-management phases), and consequences (the achievement of balanced economic, environmental and social sustainability). The results showed that, while maintaining alignment with the legal structures of tendering, the proposed model addresses the weakness in contractor evaluation by systematically integrating traditional criteria with sustainability indicators, thereby providing a basis for rethinking contractor-selection procedures in energy-transmission projects.
