Legal support for innovation is a component of the environment for university-based entrepreneurial activities. This study examined the relationship between perceived legal support for innovation and students’ entrepreneurial intention, considering the mediating roles of entrepreneurial attitude and entrepreneurial self-efficacy. The research was applied in purpose and employed a descriptive, correlational survey design. The study population comprised final-year students at the University of Gonabad, from whom 132 participants were selected through convenience sampling. Data were collected using a questionnaire comprising standardized scales and researcher-developed items. Partial least squares structural equation modeling (PLS-SEM), implemented using R and SmartPLS, was employed to assess the model and test the hypotheses. The results indicated that perceived legal support was positively and significantly associated with entrepreneurial attitude and entrepreneurial self-efficacy, both of which were also positively and significantly associated with entrepreneurial intention. The indirect pathways linking perceived legal support to entrepreneurial intention through attitude and self-efficacy were positive and significant. In contrast, the direct path coefficient was negative after both mediators were included in the model. These opposing directions indicated a pattern consistent with competitive mediation. The findings highlight the importance of examining direct and indirect pathways simultaneously and considering entrepreneurial attitude and self-efficacy when investigating the relationship between perceived legal support and entrepreneurial intention.
